We used to have 'send news', and a text then went to a bulletin board we could all read and write to. Very simple. Can't we rig a bit of the Web to do the same - no html, no inverse-polish-sanscrit. Cut and paste 50 words max, plain text only, no links onwards, or whatever. If people didn't use it for sensible messages we could tell them off (or have write access for staff only).
